PERANAN SURAT PERNYATAAN TANGGUNG JAWAB MUTLAK (SPTJM) DALAM PENINGKATAN CAKUPAN KEPEMILIKAN AKTA KELAHIRAN DI SURAKARTA

Abstract:

“Artikel ini bertujuan memaparkan hasil penelitian mengenai peranan Surat Pernyataan Tanggung Jawab Mutlak (SPTJM) dalam peningkatan kepemilikan akta kelahiran di Surakarta. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, uraian dilengkapi dengan data primer dan data kepustakaan. Lokasi penelitian di Dinas Kependudukan dan Pencatatan Sipil Kota Surakarta. Hasil penelitian menunjukkan bahwa SPTJM berperan dalam penerbitan akta kelahiran di Surakarta berdasarkan indikator cakupan kepemilikan akta kelahiran yaitu terjadi peningkatan yang salah satunya sumbangsih dari jumlah akta kelahiran menggunakan SPTJM. Terdapat faktor dominan yang mendorong penggunaan SPTJM di Surakarta sehingga SPTJM menunjukkan peranan dalam penerbitan akta kelahiran. This article aims to describes the results of research on the role of Statement of Absolute Responsibility (SPTJM) in increasing ownership of birth certificates in Surakarta. This research uses descriptive research method with qualitative approach, description equipped with primary data and literature data. The research site at the Departement of Civil Registration and Population of Surakarta City. The results showed that SPTJM plays a role in the issuance of birth certificates in Surakarta based on indicators of the scope of birth certificates ownership, namely an increase, one of which is the contribution of the number of birth certificates using SPTJM. There are dominant factors that encourage the use of SPTJM in Surakarta until SPTJM shows a role in the issuance of birth certificates.”
