Abstract:

“ABSTRAK Masyarakat Bali sangat menghormati keberadaan anjing sebagai ciptaan Tuhan yang ditakdirkan menjadi hewan peliharaan, sahabat yang baik dan setia kepada tuannya serta dapat diandalkan sebagai penjaga rumah setiap keluarga. Salah satu Desa di Bali yaitu Desa Sanur Kaja telah menjadi desa ramah anjing pertama di Bali. Desa Sanur Kaja membuat peraturan desa Sanur Kaja Nomor 3 Tahun 2018 Tentang Tatacara Pemeliharaan Dan Penanganan Anjing Di Wilayah Desa Sanur Kaja yang bertujuan menjaga kearifan dan kekhasan budaya masyarakat Bali dalam memelihara dan melestarikan anjing merupakan daya tarik wisatawan. Namun seiring zaman, anjing seolah menjadi musuh karena menjadi hewan penularan aktif rabies yang membuat anjing-anjing harus dieliminasi tanpa tanggung jawab. Tujuan dari penelitian ini yaitu untuk mengetahui dan memahami mengenai pelaksanaan mengenai Peraturan Desa Nomor 3 Tahun 2018 di Desa Sanur Kaja untuk menjaga kearifan lokal Bali yang dapat menjadi daya tarik wisatawan tanpa harus takut dengan penularan rabies oleh anjing . Metode yang digunakan adalah penelitian hukum empiris dengan melakukan pendekatan perundang-undangan dan pendekatan fakta. Pelaksanaan Peraturan Desa Nomor 3 Tahun 2018 berjalan dengan baik, hal ini dibuktikan dengan apabila masyarakat ingin memelihara anjing harus melapor terlebih dahulu di kantor desa. One of the villages in Bali, Sanur Kaja Village, has become the first dog-friendly village in Bali. Sanur Kaja Village made Sanur Kaja Village Regulation Number 3 of 2018 concerning Procedures for Dog Care and Handling in the Sanur Kaja Village Area which aims to preserve the wisdom and cultural distinctiveness of the Balinese people in maintaining and preserving dogs is a tourist attraction. But over time, dogs have become enemies because they have become active rabies transmission, which makes dogs have to be eliminated without responsibility. The purpose of this study is to find out and understand the implementation of Village Regulation No. 3 of 2018 in Sanur Kaja Village to maintain Balinese local wisdom that can be an attraction for tourists without having to fear the transmission of rabies by dogs. The method used is empirical legal research using a statutory approach and fact approach. The implementation of Village Regulation Number 3 of 2018 runs well, this is evidenced by the fact that if the community wants to keep dogs, they must first report it at the village office.
