Abstract:

“Penulisan ini bertujuan untuk mengkaji pelaksanaan strategi undercover buy dan controlled delivery dalam proses penyidikan kasus penyalahgunaan narkotika serta mencari informasi mengenai rintangan apa saja yang dialami oleh penyelidik satresnarkoba Polresta Denpasar dalam menggunakan teknik undercover buy dan controlled delivery untuk mengungkap kasus penyalahgunaan narkotika tersebut. Studi ini menggunakan metode penelitian hukum empiris dengan sumber data berdasarkan hasil wawancara. Hasil studi menunjukkan bahwa penggunaan teknik penyidikan undercover buy dan controlled delivery dalam mengungkap kasus penyalahgunaan narkotika masih mengalami kendala dalam prosesnya di Polresta Denpasar. Beberapa kendala yang dihadapi oleh penyidik satresnarkoba Polresta Denpasar diantaranya adalah identitas petugas kepolisian yang telah diketahui oleh target operasi, sarana pendukung yang kurang memadai, sistem ranjau dan jaringan terputus dalam peredaran narkotika, biaya operasional yang besar, dan sering disalahartikan dengan penjebakan. This writing aims to examine the implementation of the undercover buy and controlled delivery strategy in the process of investigating narcotics abuse cases and to find information about what obstacles are experienced by Denpasar Police Narcotics investigators in using undercover buy and controlled delivery techniques. This study uses empirical legal research methods with data sources based on interviews. The results of the study show that the use of undercover buy and controlled delivery investigation techniques in uncovering cases of narcotics is still facing problems in the process at the Polresta Denpasar. Some of the obstacles faced by the Polresta Denpasar Drug Investigation Unit investigator included the identity of police officers who had been identified by the target of the operation, inadequate support facilities, mine systems and disconnected networks in the distribution of narcotics, large operational costs, and were often misinterpreted with entrapment.”
