Abstract:

“Studi ini bertujuan untuk mengakaji Kebijakaan PKKM Darurat Provinsi Bali melalui Surat Edaran Gubernur Bali Nomor 9 Tahun 2021 , Penangannan yang dilakukan dalam upaya staregis menagani masalah penyebaran Covid 19 yang membahyakan keadaan masyakat.. Studi ini menggunakan metode penelitian hukum normatif dengan pendekatan perundang-undangan. Hasil studi menunjukan bahwa Kebijakan Pelaksanaan PKKM Darurat berdasarkan Surat Edaran Gubernur perlu diadakan evaluasi ulang, belum adanya muatan hukum dalam aturan penangannya, belum adanya sosialiasai akan aturan hukum penerapannya masih rancu di masayarakat, belum menyertakan Undang-Undang Karantina Kesahatan, Wabah penyakakit, perdaganagan dan ITE agar aturan lebih jelas dan efektif. The purpose of this study is to examine the Bali Province Emergency PKKM Policy through the Bali Governor’s Circular Number 9 of 2021, Handling carried out in a strategic effort to deal with the problem of the spread of Covid 19 which endangers the condition of the community. This study uses a normative legal method by reviewing a literature approach with secondary data. The results of the study show that the Emergency PKKM Implementation Policy based on the Governor’s Decree needs to be re-evaluated, there is no legal content in the rules for handling it, there is no socialization of the legal rules for its application, which is still ambiguous in the community, does not include the Health Quarantine Law, Disease Outbreaks, trade and ITE to make the rules clearer and more effective.”
