Abstract:

“Penelitian dilakukan untuk menganalisis proses pelembagaan pelindungan bahasa, aksara dan sastra Bali di Provinsi Bali yang dilaksanakan secara teratur melalui peraturan perundang-undangan dapat menjadi sarana pembaharuan masyarakat. Metode dilakukan dengan penelitian normatif melalui pendekatan peraturan perundang-undangan serta pendekatan konsep lalu dianalisis secara kualitatif hingga ditarik kesimpulan secara deskriptif analisis. Adapun hasil dari penelitian ini ialah Pemerintah Daerah Provinsi Bali menerbitkan instrumen peraturan daerah dan peraturan gubernur untuk melindungi bahasa, aksara dan sastra bali untuk dapat menanggulangi segala gesekan modernitas dan potensi kerugian kebudayaan bali dapat ditanggulangi secara teratur hal ini sejalan dengan konsep hukum sebagai pembaharuan masyarakat. Setidaknya terdapat 5 unsur baru yang ingin dilembagakan; (1) pelajaran bahasa bali, (2) bulan bahasa bali, (3) penyuluh bahasa bali, (4) wajib menggunakan bahasa serta sastra bali, (5) lembaga bahasa, aksara serta sastra bali. Dari kelima unsur tersebut analisis proses pelembagaannya menemukan bahwa masih terdapat ketidakmampuan pemerintah daerah provinsi bali dalam melembagakan unsur lembaga bahasa, aksara dan sastra bali yang seharusnya bertugas sebagai konseptor dan juga evaluasi kebijakan terkait hal ini menyebabkan aktor terkait belum mampu menjawab kekuatan menentang masyarakat terkait dengan kesulitan mencari kualifikasi dosen pengajar bahasa bali dan koordinasi dengan Dirjen Dikti terkait regulasi kewajiban mata kuliah Pengantar Bahasa Bali. ABSTRACT The research was conducted to analyze the process of institutionalizing the protection of Balinese language, script, and literature in Bali Province which is carried out periodically through statutory regulations and can be a means of community renewal. The method used is normative research through statutory regulation approach and also conceptual approach, which is then analyzed qualitatively until conclusions are drawn using descriptive analysis. The results of research show the Regional Government of Bali Province has issued regional regulatory instruments and governor regulations to protect Balinese language, script, and literature so that it can overcome all frictions of modernity and potential losses to Balinese culture that can be addressed regularly. This is suitable with the concept of law as societal renewal. There are at least 5 new elements that want to be institutionalized: (1) Balinese language lessons; (2) Balinese language month; (3) Balinese language instructor; (4) mandatory use of Balinese language also literature; (5) Balinese language, script, also literature institute. From these five elements, the analysis of the institutionalization process found that there is still an inability of the Bali provincial government to institutionalize elements of the Balinese language, script, and literature institutions that should serve as drafters and also evaluate policies related to this, causing the relevant actors do not be able respond to the forces opposing community related to difficulties. Look for the qualifications of Balinese language teaching lecturers and coordinate with the Director General of Higher Education regarding mandatory regulations for the Introduction to Balinese Language course.”
