Abstract:

“Tujuan penelitian ini untuk mengetahui bagaimana mekanisme penegakan hukum penyalagunaan fasilitas pemerintah Pemilu 2019 dan problematika penyelesaian pelanggaran penyalagunaan fasilitas pemerintah di Gakkumdu Jepara. Penelitian menggunakan pendekatan Non doktrinal yang menitikberatkan penelitian di lapangan yaitu di Bawaslu Jepara dan Gakkumdu dengan wawancara dan pembagian kuesioner. Teknik analisis data menggunakan teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa mekanisme penegakan hukum penyalagunaan fasilitas pemerintah di Kabupaten Jepara pada Pemilu 2019 sebagaimana undang-undang Pemilu dan Peraturan Bawaslu tentang Sentra Gakkumdu. Terdapat problematika dari sisi substansi dan budaya hukum sehingga penanganan pelanggaran terhenti. ABSTRACT The purpose of this study was to determine how the law enforcement mechanism for the use of government facilities in the 2019 elections and the problems of resolving violations of the use of government facilities in Gakkumdu Jepara. The research used a non doctrinal approach that emphasized research in the field, namely in Bawaslu Jepara and Gakkumdu by interviewing and distributing questionnaires. Data analysis techniques using qualitative data analysis techniques. The results showed that the law enforcement mechanism for the use of government facilities in Jepara Regency in the 2019 Election was in accordance with the Election Law and Bawaslu Regulation on the Gakkumdu Center. There are problems in terms of substance and legal culture so that the handling of violations is stalled.”
