Abstract:

“ABSTRAK Penelitian ini memiliki tujuan mengkaji dan melihat efektivitas pelaksanaan pelayanan pendaftaran HT-Elektronik pada Kantah Kota Denpasar. Penelitian ini menggunakan metode penelitian hukum empiris dengan menganalisis data primer yang dilakukan dengan interview pegawai PPAT dan Kantah. Hasil Penelitian sendiri menunjukkan bahwa Pelayanan Pendaftaran HT-Elektronik di Kantah Kota Denpasar sudah sesuai dengan prosedur yang tertuang di dalam Petunjuk Teknis Nomor 2/Juknis-400.HR.02/IV/2020. Di balik telah sesuai pelaksanaannya, terdapat hambatan di dalamnya seperti kurangnya sarana dan prasarana hingga masih kurang optimalnya website atau domain dikarenakan masih baru sehingga perlu adanya perbaikan berkelanjutan guna mengoptimalkan pelayanan. Namun tak sedikit factor pendukung yang menyebabkan pelayanan pendaftaran HT-Elektronik pada Kantah kota Denpasar berjalan dengan baik. Kata Kunci: pelayanan, hak tanggungan, efektivitas ABSTRACT The purpose of this study is to examine and discern the effectiveness of the implementation of electronic mortgage registration service at the Land Office in Denpasar. This study uses empirical legal research methods by analyzing primary data resulted from interviewing the PPAT and the Land Office employees. The result of this study shows that the electronic mortgage registration service at Land Office in Denpasar is consistent with the procedures enshrined in Technical Guidelines No. 2/Juknis-400.HR.02/IV/2020. Though its implementation is aligned with the rule a quo, there are still obstacles in it, such as lack of facilities and infrastructure, and an unoptimized new website or domain, thus it sustainably needs to be improved. Nevertheless, there are many factors that cause the electronic mortgage registration service at Land Office in Denpasar still goes well. Key Word : service, martgage, effectiveness”
